Feds Stonewall ICD-10 Summit

On the first day of an AHIMA-organized summit, the Coalition for ICD-10 picked up a strong ally, America's Health Insurance Plans, but got no new information from federal officials about an implementation date.

Maybe I'm just naive, but why do all of the news articles I read on this, seem to imply that DHHS/CMS should have been ready to announce 'new plans' for ICD-10 as soon as Congress slipped the delay into a totally unrelated bill and that there is something nefarious in that 3 whole weeks have gone by while they figure out next steps. Does anyone think they were less blindsided than the rest of us? "Stonewall?" Really?
