Wellness benefits are seen as a way to reduce healthcare costs, but at least one critic says policymakers are uncomfortable with the notion that health plans are able to compete on the ability to cherry-pick the healthiest enrollees.

If this is true, market forces will drive all MA plans to offer fitness benefits. Problem solved. And a healthier population as a result. See, capitalism works.
