Short-term insurance buyers driving up costs in Massachusetts

The number of people who appear to be gaming the state?s health insurance system by purchasing coverage only when they are sick quadrupled from 2006 to 2008, according to a report released yesterday from the Massachusetts Division of Insurance. The behavior raises rates for insured residents and could be adding $300 million to the healthcare system a year. The problem could happen on a much larger scale when a similar healthcare system is rolled out nationwide.
