Scripps Home Health Care charges $255 for the in-home physical therapy sessions Norman Mittleman's doctors prescribed after they fixed his broken leg. So for his six visits, they billed $1,530. Then his insurance company turned around and paid the home health-care provider more than twice that amount --- $3,573. Mittleman, a retired dentist from Fairbanks Ranch who is on Medicare, was so bothered by the billing peculiarity that he began calling everyone he could think of. He contacted his therapists, his insurance company, his doctors, two members of Congress and The Watchdog. What he found was a morass of bureaucracy and regulation that he considers a case study in what's wrong with the American healthcare system.
