Federal program offers help to some without health insurance

Starting Thursday, people in Florida and across the nation who can't get private health insurance because they have preexisting conditions can sign up for coverage through a federal program subsidized by a $5 billion grant from the Obama administration. Officials conceded that not everybody who needs the plan will be able to afford it, and that plan enrollment might have to be limited and premiums, deductibles and co-payments might have to be raised if -- as critics predict -- the $5 billion is not enough.<./p>
